Tulips need a certain type of temperature and can only survive in cold temperature. I live in Pakistan where spring comes early and the cold temperatures go away by mid February. However I dared planting this otherwise temperature sensitive flower, the seeds of which were brought by son from Germany. And the crop was marvelous.
